Taxi Onboard Computer (BCT) and Central Taxi Database (CDT): What Drivers Need to Know

The Taxi Onboard Computer (BCT) is mandatory for every taxi driver in the Netherlands. Since 1 July 2025, the new Central Taxi Database (CDT) has also been in force. We explain what this means for you.

The Taxi Onboard Computer (BCT): Mandatory for Every Driver

The Taxi Onboard Computer (BCT) has been mandatory for taxi drivers in the Netherlands for years. The system records driving and rest times, trip data, and is linked to the driver's government pass (rijkspas). The BCT serves as a digital control instrument for the Inspectie Leefomgeving en Transport (ILT).

ILT Enforcement: What Do They Check?

The ILT regularly carries out roadside checks and inspections at taxi companies, looking at:

  • Working hours: Have legal driving and rest time rules been followed?
  • Correct registration: Is the BCT active and are all trips properly recorded?
  • Government pass use: Is the driver using their own valid government pass?
  • Fares: Do the fares fall within the legal maximum rates?

Violations can result in fines ranging from €230 to several thousand euros for serious cases or repeat offences.

Central Taxi Database (CDT): New System Since 1 July 2025

A major development is the introduction of the Central Taxi Database (CDT), which came into force on 1 July 2025. This is a national system where all taxi trips are digitally registered and available to supervisory authorities.

Transition Period Until 2028

Taxi companies have until 1 January 2028 to fully switch to the new CDT system. This gives operators ample time to update their software and hardware. However, it is wise to start early, as onboard computer suppliers need time to arrange certification.

What Does the CDT Record?

  • Start and end location of every trip
  • Trip time and travel duration
  • Driver information via the government pass
  • Vehicle identification
  • Payment data (anonymised)

What Should You Do as a Driver?

Check with your employer whether the company is already working on connecting to the CDT. As a self-employed driver (ZZP), contact your onboard computer supplier to find out when the CDT connection will be available for your system.
