Code VVR: Wheelchair Transport as a Taxi Driver – Certification and Requirements

Code VVR (Vakbekwaamheid Rolstoelvervoer — Wheelchair Transport Competence) is mandatory for taxi drivers transporting wheelchair passengers in adapted vehicles. Certification covers driving skills, passenger handling and vehicle equipment.

What is Code VVR?

Code VVR stands for Vakbekwaamheid Rolstoelvervoer (Wheelchair Transport Competence) and is the national certification system for taxi drivers transporting wheelchair passengers. Code VVR is managed via SFMobiliteit and is mandatory for drivers working in specialised transport with designated wheelchair spaces.

When Is Code VVR Mandatory?

Code VVR is required when you:

  • Drive a vehicle with one or more fixed wheelchair positions
  • Transport passengers who cannot independently board or alight
  • Work in WMO transport, school transport for pupils with special needs, or specialised care transport

What Does the Code VVR Certification Involve?

Theory and Knowledge

  • How wheelchairs and mobility scooters work: manual and electric
  • Correctly securing (strapping) wheelchairs in the vehicle
  • Using lifts and ramps
  • Working with passengers with physical limitations, dementia or challenging behaviour

Practical Skills

  • Safely loading and unloading a wheelchair
  • Securing the wheelchair with belts and anchor points
  • Adapting driving behaviour to vulnerable passengers

Vehicle Equipment

The vehicle must be equipped with approved securing systems, a functioning tail lift or ramp, and sufficient space for a standard wheelchair.

Free Preparation via SFMobiliteit

SFMobiliteit offers free e-learning modules to prepare for the Code VVR examination. Modules are available at sfmobiliteit.nl/code-vvr and can be completed at your own pace.

Validity and Renewal

The Code VVR certificate is valid for 5 years. After this, you must pass a renewal test to maintain your certification. Employers are required to track this in each driver's training file.
